Committee Reports (published as time and space permit):
The Child and Adolescent Health Services Committee's met with two dentists in November. John Orsi, DDS said Government Managed Care pays 20-30 percent of regular dental fees and dentists must also be Denti-Cal providers - which explains their low participation. Two dental groups and two clinics providing most GMC care receive $10 per patient monthly and often employ dentists with limited experience. There is a shortage of 400 pediatric dentists statewide, and 10-15 in the Sacramento area. The state's four dental schools graduated only 16 last year and there is no reciprocity for dentists trained and licensed in other states.
Dr. Wayne Grossman, a pediatric dentist, said children should receive their first dental exam at age one, not age three, the present CHDP standard. He recommended applying fluoride tooth varnish when the first tooth appears and through the first two years.
