Deadline to Reserve Your Seat at the Sierra Sacramento Valley Medical Society and Alliance 2013 Annual Installation and Awards Dinner is January 14.  The Medical Society’s annual event will be held on Thursday, January 17, 2013, 6:00pm – 9:00pm at the Hyatt Regency Hotel, Sacramento.  In addition to the installation of the 2013 SSVMS Officers and Directors, the following annual awards will be given:  Golden Stethoscope (Marion Leff, MD), Medical Honor (Christopher Gresens, MD), Medical Community Service (Sister Clare Marie Dalton), and Dorothy Dozier Helping Hands (Paula Cameto).  Special performance by world renowned, Grammy nominated guitarist and lutenist Richard Savino.  Click here for more information.

Congress Passes One-Year SGR Fix as Part of Fiscal Cliff Legislation.  On January 2, President Obama signed into law the American Taxpayer Relief Act, narrowly averting the so-called "fiscal cliff."  The bill includes a one-year Medicare fee-for-service physician payment freeze, meaning the 26.5 percent sustainable growth rate (SGR) cut has been averted, for now.  The 2 percent sequestration cuts have also been deferred for two months.  In December, SSVMS initiated grass roots advocacy by urging our physician members to contact their representatives to implore them to stop the Medicare SGR cuts.  Click here for a copy of SSVMS President David Herbert, MD’s letter to Congressional representatives.  Although the new law prevents the SGR cut for 2013, components of the fee schedule formula that affect payment, such as the relative value units (RVUs) and conversion factors will be implemented January 1.  Click here for more information.

How the Fiscal Cliff Legislation Will Impact Physician Claims.  Because federal law requires Medicare contractors to hold claims for 14 days before releasing payment, there should be little, if any, impact on physicians' cash flow.  Although there has been no official word from the Centers for Medicare and Medicaid Services, claims for services provided in the early days of 2013 will likely be processed under the new 2013 fee schedule.  Palmetto, California's Medicare contractor, should have the new fee schedule posted on its website within a few days.  Physicians have the option of holding claims and submitting them after the new fee schedule is released.  Click here for more information.

Medi-Cal Primary Care Rate Hikes Delayed.  The California Department of Health Care Services (DHCS) announced that it will delay the implementation of higher reimbursement rates for Medi-Cal primary care physicians, which were set to go into effect on January 1 under the Affordable Care Act (ACA).  The federally funded increase is intended to recruit more physicians to treat patients who will be newly eligible for health coverage under the ACA; however, DHCS states that they will not implement the increase until summer 2013 at the earliest.  Click here for more information.

Ninth Circuit Lifts Injunction Blocking 10 Percent Medi-Cal Cuts.  On December 13, a three-judge panel of the Ninth Circuit Court of Appeals reversed a Federal District Court’s earlier decision in CMA et al. v. Douglas et al. to block a 10 percent reimbursement rate cut to physicians in the Medi-Cal program.  CMA and other coalition partners are evaluating options moving forward, including requesting a rehearing from the full Ninth Circuit Court of Appeals.  Click here for more information.

Medicare Electronic Prescribing (ePrescribing) Hardship Exemptions.  If you believe you meet one of the Medicare electronic prescribing (ePrescribing) hardship exemptions but did not file by the June 30, 2012 deadline, you have another opportunity to apply before January 31, 2013.  To assist with questions regarding the electronic prescribing rules and applying for an exemption, the Medicare Electronic Prescribing Overview: Payment Incentives and Payment Reductions guide has been updated and is available on the CMA website under the Resource Library at http://www.cmanet.org/resource-library/detail?item=medicare-eprescribing-overview.

SSVMS Members Making News.  Dr. Anne Igbokwe has been appointed by the California Medical Association (CMA) as its representative to the Clinical Laboratory Technology Advisory Committee (CLTAC).  Dr. Nathan Allen has been named to the Department of Health and Human Services’ Managed Medi-Cal Advisory Committee.  Dr. Muhammad Afzal has been appointed Chief of Staff for Sutter Medical Center, Sacramento.  Dr. Ami Bera has been sworn in to represent California’s 7th Congressional District.
