Medicare Reimbursement For Physicians May Be Cut By 2 Percent On April 1. The 2 percent Medicare "sequestration" cuts are part of the $1.2 trillion in cuts required by the Sequestration Transparency Act, part of a deal worked out to end last year's debt-ceiling crisis.  Under the act, across-the-board cuts will be triggered if Congress fails to come to an agreement on how to reduce the federal deficit.  The mandatory Medicare cuts will result in a “savings” of $11 billion in 2013.  Click here for more information on what SSVMS and CMA are doing for you.

Health Benefit Exchange Launches Website.  Covered California, the state’s health benefit exchange, launched its new consumer website, www.coveredca.com, which will eventually serve as the portal for millions of Californians to purchase the subsidized health coverage promised in the Patient Protection and Affordable Care Act (ACA).  For up-to-date information on healthcare reform and the exchange, physicians are encouraged to subscribe to CMA’s Reform Essentials, a regular publication dedicated to the implementation of health reform in California. Feds Release Final Rule On Essential Health Benefits.  On February 21, the U.S. Department of Health and Human Services released a final rule detailing "essential health benefits" (EHB) that health plans must offer by 2014 under the Patient Protection and Affordable Care Act (ACA).  Both the proposed and final rule would require insurance plans to cover 10 broad categories, including ambulatory patient care, emergency and hospital services, prescription drugs and several others.  The majority of these benefit categories are commonly covered by plans; however, the final rule did expand coverage in the areas of rehabilitative care, pediatric dental and pediatric vision coverage.  The rule also calls for a major expansion of mental health coverage.  Click here for more information.

Online Automation System For State Disability Insurance.  The California Employment Development Department (EDD) has implemented a new electronic claim filing system, known as State Disability Insurance (SDI) Online, for claimants, physicians/practitioners, employers and voluntary plan administrators.  Effective March 1, claims may only be filed online or by ordering new forms available on the EDD’s website.  To register for an SDI Online account, click here.  For additional information, call the phone line dedicated to physician/practitioners at (855) 342-3645.  To learn more, join CMA for a free webinar MARCH 13:  Utilizing the New State Disability Insurance (SDI) Online System, 12:15pm – 1:15pm.

Anthem To Require Physicians To Notify Patients Before Referring Out-of-Network.  Effective March 1, Anthem Blue Cross contracting physicians will be required to notify patients in writing before making out-of-network referrals.  Click here for more information and to download a copy of Blue Cross’ referral form.

CMS Releases New Rule On Medically Unlikely Edit Processing.  The Centers for Medicare and Medicaid Services (CMS) developed Medically Unlikely Edits (MUEs) in 2007 to reduce the paid claims error rate for Part B claims.  Recent Government Accountability Office (GAO) and Office of Inspector General (OIG) studies indicate that some physicians may be receiving excess payments because they are inappropriately reporting the same code on more than one line of a claim.  As a result, as of April 1, 2013, CMS plans to convert the edit processing for some codes to the date of service edits where possible.  Click here for more information or contact CMA’s Center for Economic Services at economicservices@cmanet.org or (888) 401-5911 for members-only assistance.

Medicare Issues Final Rule On Disclosure Of Industry Gifts To Physicians.  On February 1, the Centers for Medicare & Medicaid Services (CMS) issued the final regulations implementing the Physician Payments Sunshine Act provisions of the Affordable Care Act (ACA).  The intention of the law is to increase transparency and reduce the potential for conflicts of interest that can influence research, education and clinical decision-making.  The Sunshine Act covers all physicians who have an active state license, even if they do not participate in federal health care programs, but excludes residents and medical students.  Click here for more information.

MARCH 13:  Utilizing the New State Disability Insurance (SDI) Online System, (Webinar), 12:15pm – 1:15pm.  Effective March 1, 2013, Disability Insurance Claims can only be filed electronically using SDI Online, or on the new Claim for Disability Insurance Benefits, DE 2501 Rev. 78 (4-12) form, which is designed with Optical Character Recognition (OCR) functionality.  The OCR form works with the SDI Online system and contains additional information that differs from the previous version.  1.00 CEU CREDIT.

MARCH 27:  Successful Medi-Cal Provider Enrollment for Physician Providers, (Webinar), 12:15pm – 1:45pm.  Physicians must re-enroll in Medi-Cal as one of the provisions of the Affordable Care Act (ACA).  This training will cover basic instructions and guidelines on the proper way to complete a Provider Enrollment Application Package.  Also covered will be specialized physician enrollments, important changes to the program due to ACA implementation, how to avoid common mistakes when completing enrollment forms, and where to find additional program information.  1.00 CEU CREDIT.

Walk With a Doc Needs an Intern!  SSVMS’ Walk with a Doc Program is looking for a student intern to help with program development and implementation.  We could use help with program development, publicity, fund/partner development, physician leader recruitment and management, site selection, and registration/management on the day of each walk.  This would be a wonderful opportunity for an undergraduate interested in health promotion and community organizing.  If you know of a local college student who might be interested in this opportunity, please have them contact Kris Wallach at (916) 453-0254 or kwallach@ssvms.org.
